Service Responsibility


The Atlantic Provinces Special Education Authority (APSEA) provides educational services, programs and opportunities for persons from birth to 21 years who are deaf, hard of hearing, deafblind, blind or visually impaired. The Atlantic Provinces Special Education Authority receives referrals from service agencies, health professionals or parent(s) /guardian(s) for preschool-age children who are deaf, hard of hearing, deafblind, blind or visually impaired.

Eligibilty for Services


Children eligible for services shall:
  1. either be diagnosed legally blind or partially sighted by an eye specialist or medical practitioner or be diagnosed by an audiologist as having a hearing loss.
  2. have parent/guardian approval for referral and service

Guidelines for Completion of the Referral Form


After completing the top section of the form, the referring person should forward the entire form as follows:
